The Southeast Alaska Power Agency (SEAPA) is soliciting proposals from qualified contractors to install, startup, and commission a third turbine, generator, and auxiliary systems at the Tyee Hydroelectric Facility's Powerhouse located 40 miles southeast of Wrangell, Alaska. Major components are Owner-furnished for contractor installation. This project is funded in part by the Inflation Reduction Act of 2022. The contractor must strictly comply with all domestic content (steel/iron) and labor standards, including Davis-Bacon wage rates, U.S. DOL registered apprenticships, weekly certified payroll submissions, and compliance audits. Site access is exclusively via wheeled charter aircraft (private airstrip), helicopter, or shallow draft vessel at high tide. Proposals are due October 12, 2026 at 4:00 p.m. AKDT.
