Get to know our member communities

SEAPA sells its generated power to three communities, referred to as member communities. The power generated is sold to the communities’ utilities as outlined in the Power Sales Agreement, at a whole sale power rate. The member communities, Ketchikan, Petersburg, and Wrangell, benefit from the power at both facilities through the Swan-Tyee Intertie.

Ketchikan

  • Located on Revillagigedo Island
  • Population: 13,901
  • Average Annual Rainfall: 153”
  • Economy: primarily based on commercial fishing, seafood processing, forest products, transportation, government, and tourism.
  • An average of 900,000 tourists visit Ketchikan yearly from cruise ships alone
  • Many houses primarily use oil to heat, transferring houses from oil to electric will drive electric customer growth
  • Has primary use of Swan Lake hydro facility and secondary use of Tyee Hydro facility, after Petersburg and Wrangell
  • 7813 metered services
  • Ketchikan customers consume on average over 170,000 mWh

  • Economy: Primarily based on commercial fishing and seafood processing
  • Petersburg has primary use of power generated at the Tyee Hydro Facility along with Wrangell.
  • Petersburg and Wrangell also have secondary use of power generated at Swan Lake after Ketchikan’s use.
